Fix TypeError when Bootstrap is included in `head` (#32024)

* extend jquery after domContentLoaded event is fired

* add unittest for util onDOMContentLoaded

* wait for trigger jquery event after domContentLoaded

* remove domcontentready from eventHandler

* move istanbul ignore statements to correct line
